Digit do folks automaticly see the lobby or do they need to be friend on PSN?  

They can see the event you created on the website.

However, in the game, it's easier for players to find the event if they're on your friends list. They can also filter the events and find you, even if they're not friends, it just takes more time.

Just to clarify, you still need to create the event in-game. The web feature is there to help you manage sign-ups, track results, and handle points and standings more easily later on.
