Does the Gr3 Qualifyier have to be done in a Japanese car? or just the race itself?

You can do the qualy in any car, Japanese cars are for the race.

Just go to the Tokyo TT challenge event for the qualifying and choose any of the Gr3 cars, it's only the actual race using Gr4 cars that's Japanese cars only 👍

What will the refuelling speed be this time ? 

Refueling will be 1l/s. Should be enough time to stretch.

Is it completely dynamic weather or has the weather been set? Question is, will there definitely be rain or just a chance of rain

Lobby will be open at 4.15 PM CET, but you can see your local time in the event details.

I also posted a stream, so you can also take that as a reference. 

Lobby will be named: 100 Laps of Tokyo, and you can find it filtering the tracks to Tokyo Expressway - East Clockwise.
