Good afternoon (here in the States at least), everyone. I did the Nations Cup race today and the post race screen showed that I gained DR, but the website says I lost DR even after I hit refresh. Is this a known glitch?

It can also depend on how many races you've done recently. Our previous DR update before yesterday was on June 27, so if you lost DR in races after that update and then gained some back in today's Nations Cup race, the website may still show an overall loss compared to the June 27 snapshot.
Yesterday's update includes the latest data, so what you're seeing is likely the combined result of all the races you've done since the previous update, not just today's (yesterdays) Nations Cup race.

I checked your DR and since the June 27th and yesterday there was no change. Have you lost SR in that race?
